Programming / simple css/html issue anyone want to look at it?

Okay so I've been fooling around with css and html and I've noticed an issue.

Here's my html file:

Basically here's the problem, the background color doesn't change when I view the webpage.  The text on the header does though.  I don't see any typos or anything like that, and I'm viewing in in google chrome.  Anyone know why this might not be working?

I know it'd probably have been a better idea posting this on some coding forum but I'll let CG take a shot at it first.

What were they doing: They said 'gimme an incendiary' and followed the mob to the gas station (we were at the map with the train, idk what it's called), and then threw it right into the mob, the explosion went off right after it started.

Which server was it: TTT

What time/day was it (include timezone if possible): 5:23pm PST

Additional Notes:
Not much, weren't any admins on, etc.  Considering that he's wearing the CG tag he probably plays on the server enough to know it's against the rules.

I follow the rules, I respect others, I don't troll *cough* most of CG *cough*, I listen to people and don't jump to conclusions, etc.  You guys know me figure them out yourselves.

Obviously my age is under the minimum, but I'm mature, my voice doesn't sound like fingernails on a chalk board, and I'm literate.

I follow the rules, I don't think I've gotten in trouble with the admins since I joined the Conjoint Gaming.  I respect others, I don't troll when I'm angry, I listen to people and don't jump to conclusions.

Additional notes:
First of all, I'm the older twin between me and White.  Just throwing that out there.  Anyways, the whole age thing, basically what white said, I'm mature, my voice doesn't sound like fingernails on a chalk board, and I'm literate.  Oh and if my game play hours are not meeting requirements, at my mom's in Gmod random lines are all over the screen, animations are screwed up, and there are random flashing colors where textures should be.  Hopefully I'll get some tech support soon. Fixed, you can expect my game play hours to pop back up.
