Team Fortress 2 / Rules List?

Wouldn't it help if we had a rule list that popped up on joining the server?
 Some admins don't like spawn camping while others don't care about it, so getting an actual rule set could help set things straight  parrot
These rules could easily get put in the motd I believe

For those who were there, how do you think it was?
I thought it was okay, had alot of people who hadn't played jailbreak which had some crazy rebelling, troll 12 year olds  trollface , and very few wardens, but I still enjoyed it.

When you join the server you get a lua error saying Lua Cache Could Not be Downloaded - Server is Misconfigured. You never actually download anything when you join the server and nothing works when you join.

What were they doing: RDMing, Prop-killing, Prop-blocking

Which server was it: DarkRP

What time/day was it (include timezone if possible): Around 5:00 pm central it started, as of 5:30 he is still on

Additional Notes: His steam id (Just in case) STEAM_0:1:27833805

Some picture evidence of him RDMing me, trying to prop-kill me, and a prop-block (That entire area around the pawn shop was blocked)
