so basically, the new expansion allows people with a bounty on them to be attacked without the Concordance police killing them in high sec, meaning anyone is a potential target in high security space, A.K.A. traders and noobs.

Eve was always a disappoint me to anyways. If someone wants to make a space MMO they have to play freelancer. That game was the bomb and should be the bases of any space mmo.
