I've been thinking about starting up a board/child board for each CL/Head Admin where they can post blogs and such. Good idea? If so would anyone actually read it?

It's more of a get to know your leaders type thing. Shows you a little about them and how things are doing in gaming/community.

I really do not think the idea would succeed, but you lose nothing by trying. The website´s server has a massive potential that is hardly exploited. Heck, you could even make sub domains for every single one of the blogs, using something like Wordpress, and linking them in the forum. Or just start a separate blog directory.
Either way, you have tons of resources, THAT you do not have to worry about.

Hmm.  I do think the head admins should have a spot where they announce stuff for their servers (Fun Nights, server downtime, etc.) visible on the front page.  So it can be quickly seen...
