Hm, I think I remember a time when the "rules" board were linked in the hotlink tab. I think that it should be brought back to help new forumers get acquainted (Or, if 'twas just a figment of my imagination, I think it should be added), it would help new players not necromance so much - and there was an influx of that as you remember, would help a lot with other problems, which you can guess for yourself.

There also should be a little welcome message (Non-PM, a red box under the quick-links, just welcoming the person, and reminding them nicely to check out the rules and etc.

Something like the attached picture, but not as stupid and way more refined.

This new tab would have server rules alone? Or a more condensed, easy-to-follow rules on what is acceptable/unacceptable on the forums?

Overall, yes! Think it's a good thing to implement.
