sure you can! ARMA2 uses quite a bit of them, and I haven't had a run in with the cyber police because of it.

It just got it's last update. The guy who made it is working on the same mod for other games, right now i think he's working on Minecraft and eventually he'll do Skyrim.

Modding your game won't ever cause a ban on Steam unless it's hacking achievements or something like that usually
