No i mean it shouldn't allow me to change that value with out a hack. But I can. So I'm not sure why.

BTW, Fog is when things are far away they don't load in *objects* but players do. So you could sometimes techanly see people through box's.

It doesn't appear to do anything for me when I test it out, the only thing it can really do is help to view player models from a greater distance, which wouldn't help much in hidden anyways. I recommend removing it from the SMAC ConVar checker, Inject. And until then, I recommend that you, killergameplay4, remove it from your hidden client or reinstall the game entirely to avoid being banned on other servers or these servers should you be unbanned.

I recommend an unban for now as no harm appears to have been done.
